From a message conversation, or profile:
Click the the gearbox icon.
Click Block.
From the Blocks page:
Make a note of the username of the citizen you wish to block.
Go to My Home > Blocks.
Enter the username in the input box.
Select which blocks you wish to enable.
Click Add overflow icon (three horizontal dots) on the right side.
Select Block.
